Beth Miller, senior research advisor to the National Institute on Out-of-School Time at the Wellesley Centers for Women, asserts that children without adult afterschool supervision more often experiment with drugs and alcohol. In response, Oregon State University’s 4H Youth Program has appointed a statewide afterschool care coordinator.
