This report examines the service delivery systems that have evolved in Massachusetts to meet the needs of persons with mental retardation and severe mental illness, and their families. The goals of this study are, first, to provide an overview of these two industries by profiling their key component parts--the client/consumers, the private provider agencies, state government, and the workforce--and, second, to highlight the leading issues and challenges that they face.
